Rule 28
Promotion
(1) When recommending for the promotion of the employee in the expert position, the promotion committee will do it on the basis of work ability.
(2) The promotion committee will do the evaluation of work capacity on the basis of the criteria set in this regard and if it deems it necessary, it may form an expert committee.
(3) When the employee in the expert position is promoted to the upper level (twelfth level), the position held by the employee will be converted to the upper level by keeping the appropriate rank. After the post thus converted becomes vacant, it will automatically be retained in the post to which the initial appointment was made.
(4) An employee in the expert position cannot be a candidate for any other promotion based on performance evaluation.
(5) In order to be promoted from one level to another level, four years of service must have been reached in the position of the existing level.
(6) Other than what is written in this paragraph regarding specialist posts, other matters shall be as determined by the Ministry through the Ministry of General Administration in consultation with the Public Service Commission.
(7) The Government of Nepal shall publish notices in the Nepal Gazette regarding the matters specified under sub-rule (6).
