(1) A prisoner shall not be handcuffed in the following cases:-
(a) While in prison,
(b) While in hospital during treatment for serious or complicated illness,
(c) During the hearing of the related case or when he is questioned by the court or when taking a statement inside the court.
(2) Notwithstanding anything contained in clause (a) of sub-section (1), the Jail Administrator may order the following prisoners to be handcuffed for a specified period:-
(a) once caught escaping from prison, (b) escaping or attempting to escape from prison, (c) committing an offense under clause (a) or (b) of sub-section (1) of section 49.
