Section 21
Functions, Duties and Powers of the Board

(1) In addition to the duties, duties and powers specified elsewhere in this Act, the duties, duties and powers of the Board shall be as follows:-
(a) To formulate policies and make policy decisions related to industrial promotion, protection of investment, enhancement and industrialization and to recommend to the Government of Nepal,
(b) To regularly review the policy, legal, institutional and procedural structure and work system related to the overall industrialization of the country and recommend to the Government of Nepal for necessary improvements in it,
(c) To recommend to the Government of Nepal to make necessary policy decisions regarding foreign investment and technology transfer subject to prevailing laws,
(d) Formulating policies related to industrial pollution control and making recommendations to the Government of Nepal to make policy decisions (e) To make suggestions and recommendations to the Government of Nepal to take necessary steps after overall assessment and review of the state of industrial development of the country,
(f) Hearing the complaints of the industrialists and solving the problems and guiding the relevant bodies,
(G) To recommend to the Government of Nepal if there is a need to increase, decrease or change the level and classification and nature of the industry,
(h) Conducting study, research and survey as required in the context of increasing domestic and foreign investment in the industrial sector,
(i) To do the necessary work to build a competitive industrial environment in effective, coordinated and harmonious cooperation of the public, private and cooperative sectors,
(h) To provide policy guidance and arrange the necessary arrangements for coordination between provincial and local levels for the development and expansion of industrial business,
(k) To facilitate the resolution of any obstacle, deadlock or dilemma in the implementation of any law related to industry,
(l) Co-ordinating or facilitating the operation of the Single Point Service Centre,
(d) To do or cause other actions as specified.
(2) The Board shall not exercise any of its functions, duties and powersEpal can delegate any agency or officer of the government.
(3) The Board shall submit its annual report to the Ministry within thirty days of the end of the financial year. The Ministry will publish such report on its website.
