Rule 109
Bid opening

(1) Immediately after the last date and time for submission of bids, the bids shall be opened in the presence of the bidder or his representative at the time and place mentioned in the bid documents. But because the bidder or his representative is not present, the opening of bids will not be hindered.
(2) According to sub-rule (1) before the opening of bids, the envelopes of the bids received before the deadline, the envelopes of the application for withdrawing or revising the bids, and the envelopes of duly registered bids shall be separated and returned to the respective bidders without opening the bids received before the deadline. The matter, date and time of such return should be disclosed in the report of the purchase action.
(3) After returning the unopened bid according to sub-rule (2), the bidder shall open the envelope of the bid requested to be returned and read out the name of such bidder. Bidder's application and documents confirming the authority should be returned only after examination.
(4) After opening the envelopes requested to be returned as per sub-rule (3), all the envelopes given for revision of bids should be opened and the contents of such envelopes should be read out.
(5) After reading the procedure according to sub-rule (4), the submitted bids shall be opened sequentially, after reading the following items of such bids, the tenders shall be prepared and the bidders or their representatives present in such tenders shall be signed:-
(a) Name and address of the bidder,
(b) Quotal floor of the bid and each unit rate,
(c) If any concession is proposed in the tender, the procedure thereof,
(d) If an alternative to the technical specification has been proposed, the extent to which it has been proposed,
(e) Whether or not the bid is secured,
(f) If there is a difference between a letter and a letter, a description of the difference,
(g) Whether or not the tender form is signed by the tenderer or his representative (h) Amounts and transactions mentioned in the documents related to the bid that have been corrected or corrected and have not been signed by the bidder or his representative and have been corrected,
(i) BidsIn the form, if the bidder mentions any quality, the details of the same and if the rate details are requested, the details of the same, (j) Other necessary things considered appropriate.
(6) In accordance with this rule, at the time of opening of bids, no decision can be taken to accept or reject the bids.
