(1) Upon receipt of any information from any complaint or report or from any other source, if there is reasonable cause to believe that a person holding a public office has committed a crime of corruption, the Commission shall conduct a preliminary investigation in secret.
(2) During the preliminary investigation of the crime of corruption in accordance with sub-section (1), the Commission may use the powers conferred on the Commission in relation to investigations and investigations under this Act.
