(1) If any other voter wants to file a complaint against a voter whose name is included in the electoral roll published in accordance with rule 5, he may file a complaint at the election officer's office on the date, time and place specified in the election program. The officer shall prepare a list of registered complaints and publish a notice in his office. While publishing the notice in this way, the person against whom the complaint has been filed must also mention the manner in which the person against whom the complaint has been filed must present the necessary evidence or explanation to refute the complaint within the time period specified in the notice.
