Rule 39
Vote counting
(1) After checking the ballot box in accordance with Rule 38, all the ballots in the ballot box must be broken and poured into the counting place. (3) Among the ballot papers separated according to sub-rule (2), first the invalid ballot paper and then the valid ballot paper shall be counted. It should be shown to the representatives. But they should not be allowed to touch or hold the ballot paper. (5) After the counting of votes has been completed, the election officer shall prepare the counting table so that the number of ballot papers voted by the members of the federal parliament and the number of ballot papers voted by the members of the provincial assembly are separated. After preparing the table in this way, the votes given by the members of the Federal Parliament and the votes given by the members of the Provincial Assembly shall be multiplied by the weight of votes as per Section 54 of the Act and the total votes received by the respective candidates shall be retained and credited. According to sub-section (2) of Section 55 of the Votes Act, if there is a majority of the total votes of the electorate, the election officer shall declare such candidate elected. It should be closed and sealed. When sealing in this way, if the candidate, election representative or counting representative wants to make a stamp, they should also be allowed to make a stamp. (9) If the candidate, the election representative or the counting representative does not stamp the bill or counting table prepared according to this rule, two other persons present at the polling place shall do the same.
