When nominating employees for study, training or study tour abroad, nomination should be made as follows subject to rule 33:-
(a) to employees who have not previously had the opportunity to study, undergo training or study visit,
(b) If all the employees have had the opportunity before, after completing the study, training or study tour, the employee who has spent the most time in the concerned body,
(c) If the order for nomination cannot be determined according to clauses (a) and (b), the employee with the longest service period in the same post. But in the case where it has been mentioned that a certain qualification and age are required, nomination should be made in accordance with clauses (a) and (b) only between such qualification and age.
