Section 33
Right to charge fees, charges or service charges

(1) The Government of Nepal shall have the right to collect fees and service charges as determined by the Commission for the use of drinking water and sanitation services by consumers of water and sanitation projects operated and managed by the Government of Nepal itself or through an organized organization or under its control or ownership.
(2) The organization that has received the license shall have the right to collect the fees and service charges subject to the basis and criteria determined by the Commission for the use of drinking water and sanitation services by the consumers.
(3) Fees and service charges for using drinking water service and sanitation service shall be submitted by the concerned consumer to the organization that has received the permit.
(4) Regardless of what is written in sub-section (1), (2) or (3), the organization that has received the permit may give concessions to the poor people and families in connection with water supply, construction of toilets, fees and charges for sewage connection (including services as specified) Explanation: For the purpose of this section, "disadvantaged person and family" means the person and family whose income is less than that specified by the Government of Nepal by publishing a notice in the Nepal Gazette.
