No one shall conspire with any person to adversely affect the demand, supply or price of any commodity or service by doing any of the following acts –
(a) by determining the quota of raw materials required for any commodity or by reducing the production of any commodity or by doing any other similar act,
(b) by hoarding any consumer goods or services or otherwise creating an artificial shortage or by selling and distributing such goods or services only at a fixed time or place or by doing any other similar work.
