In this Act, unless the subject or the context otherwise requires, –
(a) "Consumer" means a person or organization who consumes or uses any consumer goods or services.
(b) "Council" means the Consumer Protection Council constituted as per Section 3.
(c) "Compensation Committee" means the Compensation Committee constituted under Section 23.
(d) "Consumable goods" shall mean the goods or substances made from a combination of goods to be consumed or used by the consumer and the term also refers to the raw materials, dyes, fragrances or chemicals used in the manufacture of the consumer goods.
(e) "Service" shall mean labor, facility or consultation provided for any kind of service fee or consideration for any work.
(f) "Production" means the process of making, preparing, processing, converting, packing, repacking, assembling or labeling a consumer product or the whole or any process adopted in connection therewith.
(g) "Label" means a tag, mark, picture or other descriptive item written, printed, litho, marked, embossed, incorporated or otherwise displayed on a consumable or a container in which the consumable is kept.
(h) "Unfair commercial activity" means selling or providing any consumer goods or services by misrepresenting the actual quality, quantity, price, measurement pattern or texture etc. of any consumer goods or services, quality, quantity of consumer goods produced by other persons , price, measurement, pattern, texture, etc., should be considered the act of selling and distribution.
(i) "Inferior consumables" means consumables in any of the following conditions

(1) The quantity of the substance that should be lower than the quality determined in accordance with section 11 has been reduced or any other substance has been mixed,
(2) kept or prepared in a rotten, rotten or filthy or poisonous condition injurious to health or any chemical, dye orBasna used,
(3) Made in whole or in part from any diseased or diseased animal, bird or noxious plant,
(4) Falling below the minimum required quality specified in the order issued in accordance with this Act or the rules made under this Act or exceeding it if the maximum quality is specified.
(j) "Seller" means a person, a government or non-government organization or a cooperative organization that sells and distributes consumer goods or services in wholesale or retail form.
(k) "Laboratory" means an institution recognized by the Government of Nepal established for the purpose of testing the purity, completeness or quality of consumer goods.
(l) "Consumer organization" means an organization established in accordance with prevailing laws for the purpose of protecting and promoting the rights and interests of consumers.
(d) "Inspection Officer" shall mean an inspection officer appointed or designated as per section 14.
(l) "Prescribed" or "as prescribed" means prescribed or prescribed in the rules made under this Act.
