Rule 9
Provisions relating to qualification and training

(1) To be a candidate for a teaching permit or an examination for the post of a teacher, one must have received the following educational qualification and training:-
(a) Having passed the Secondary Education Passing Examination or similar examination for primary school teachers and having received at least ten months of training in the subject of education,
(b) For teachers of lower secondary schools, having passed the proficiency certificate level or equivalent examination in the relevant subject and having received at least ten months of training in the subject of education,
(c) For secondary school teachers, having passed the graduation level or equivalent examination in the relevant subject and having received at least ten months of training in the subject of education,
(2) Notwithstanding anything written in sub-rule (1), women or persons with disabilities who have not been trained in accordance with that sub-rule may be candidates for the first examination for teaching license or teacher post after the commencement of this sub-rule.
(3) Notwithstanding anything written in sub-rule (1), a person who has acquired the qualifications mentioned in the said sub-rule in the field of education shall be deemed to have taken training for the purpose of this rule.
(4) If a teacher of a lower level school has received higher level training, he shall be deemed to have received training for the purpose of this rule.
(5) Notwithstanding anything written in clause (a) of sub-rule (1) before the commencement of this rule, except in the case of teachers who have been temporarily appointed to the approved permanent teaching post, from the 1st of Shravan, 2068, for primary level teachers, proficiency certificate level or so A person who has not passed the exam cannot be a candidate.
(6) Notwithstanding anything written in clause (b) of sub-rule (1), no training shall be required if a person has passed the proficiency certificate level or equivalent examination by taking two hundred whole marks in education-related subjects.
(7) Notwithstanding anything contained in clause (c) of sub-rule (1), a graduate in Science, Mathematics, English, Accounts, Computer, Civil Engineering, Electrical Engineering, Animal Husbandry or Animal Science.A person who has done this can be a candidate for the secondary level teaching license or the examination for the position of a teacher even if he does not take the training according to that section.
(8) If a person who is a candidate according to sub-rule (7) is appointed to the post of a teacher, he must complete at least ten months of education training within five years of his appointment.
(9) A teacher who has not received training as per sub-rule (8) cannot be a candidate for promotion until such training is received.
