Section 27
Appointment and Functions, Duties and Powers of Registrar

(1) The work of the council will be done only after obtaining a degree in engineering subject and having at least ten years of experience in the engineering business and being certified by the open printing department. The government of Nepal will appoint a registrar on the basis of competition.
(1a) The term of office of the registrar appointed under sub-section (1) shall be four years.
(1B) Notwithstanding anything written in sub-section (1A), the Government of Nepal may remove the Registrar at any time if he lacks capacity, misbehaves, or does not conduct himself honestly. But before such removal, he should be given an opportunity to present his justification.
(2) In addition to the duties, duties and powers written elsewhere in this Act, the duties, duties and powers of the Registrar shall be as follows –
(a) to carry out the general administration and management of the Council,
(b) to supervise and control the funds of the Council, arrange for the management of property and maintenance, (c) Formulate the annual program and plan of the council and submit it to the council (d) To prepare annual income expenditure and supplementary income expenditure statement of the Council,
(e) To implement budgets, plans and programs approved by the council (f) To arrange for the internal and final audit of the Council,
(g) To act as liaison officer between the Council and the Engineers,
(h) To perform other tasks as directed by the council (i) Perform other tasks as specified.
