Only the Nepalese government or the Nepali embassy or other missions abroad authorized on behalf of the Nepalese government can issue passports.

But,-
(1) The passport issuing authority may refuse to issue a passport to any person for any reason, (2) the Government of Nepal may, at any time, withdraw or cancel any passport issued, and

(3) No matter where the person traveling abroad according to the passport resides, it will be his duty to follow the orders or instructions given by the Government of Nepal in this regard.
