(1) For the purpose of secrecy of documents, documents shall be classified as follows:
(a) Strictly Prohibited Documents,
(b) Top Secret Document,
(c) Confidential Document
(2) For the confidentiality of the documents, the responsibility of distinguishing the category of any document of any office will be the responsibility of the committee chaired by the chief secretary and also the secretary of the relevant ministry.

However, the general decisions and orders made by the Government of Nepal shall not be classified as classified documents.
(3) The grounds for distinguishing the category of confidential documents shall be as prescribed.
(4) Documents not classified in accordance with this section shall not be considered confidential.
