Rule 21
No appointment shall be made without following the procedure prescribed by the Public Service Commission
When appointing to a position to be appointed in accordance with the authority delegated by the Public Service Commission, such position shall be advertised and appointed only after following the procedures and conditions prescribed by the Public Service Commission
(2) If it is found that the appointment has been made without following the prescribed procedures and conditions in the position to be appointed as per sub-rule (1), such person shall be removed from that position within one month if the public service commission receives a written notice that the appointment is irregular.
