(1) The proponent shall prepare an environmental management plan as prescribed before implementing the proposal.
(2) When preparing the environmental management plan according to sub-section (1), the proponent shall also mention which of the measures to reduce adverse environmental effects will be taken during the construction of the project and which measures will be adopted after the completion of the project or during the implementation of the project.
(3) If the environmental adverse impact mitigation measures mentioned in the environmental management plan by the proponent in accordance with sub-section (2) are not effective, the related agency may issue necessary instructions to adopt other effective measures and the expenses incurred in implementing the instructions given by the related agency shall be borne by the related proponent.
(4) The proponent shall make a clear action plan for the implementation of the environmental management plan prepared in accordance with sub-section (1) and implement it accordingly and submit the progress report to the relevant body every six months after the project implementation begins.
(5) In relation to the implementation of the environmental management plan as per sub-section (1), priority should be given to conducting the program through the local community that will be affected when the proposal is implemented.
