Rule 23
Arrangements for environmental sanitation and waste management
(1) For the purpose of managing the items used in the cruise or the garbage generated from it, the garbage has been classified as follows:-
(a) Waste that can be destroyed (b) Recyclable waste
(2) Items classified under sub-rule (1) shall be as mentioned in Schedule-7.
(3) The licensed water travel business shall dispose of the garbage as per Clause (a) of sub-rule (1) in the presence of the official of the local village development committee or municipality or the official of the ward committee under that committee or the municipality or in case such official cannot be present, at least two members of such water travel party and In the presence of the river guide, it should be taken to Panighat or a place of public importance or a place that does not need to be surrendered, and arrangements should be made to burn, destroy or excavate according to the nature of such objects.
(4) If the licensed boat operator wishes to manage the garbage under clause (b) of sub-rule (1) to the local municipality or village development committee or the ward committee under the said municipality, to such municipality, village development committee or ward committee and such municipality Or if the Village Development Committee or Ward Committee does not want to accept it, it should be brought to Kathmandu and submitted to the agency or organization designated by the Ministry.
(5) According to sub-rule (4), the municipality or village development committee or ward committee that collects and manages the garbage may charge a fee of up to five thousand rupees with such water travel businessmen.
(6) If the water travel business does or arranges for the local municipality or village development committee or ward committee to manage the waste without managing the waste in accordance with this regulation, up to five thousand rupees to the relevant municipality or village development committee or ward committee, depending on the nature of the object to be managed. should be provided.
(7) If such amount is not provided in accordance with sub-rule (6), the ministry shall deduct five thousand rupees from the amount kept as bank guarantee by such businessman to such municipality or village andIt will be made available to Ikas Committee or Ward Committee.
(8) If funds are made available according to sub-rule (7), the related cruise business shall deposit an amount equivalent to a bank guarantee to the Ministry within thirty-five days.
(9) In order to maintain the environmental cleanliness and ecological system of the rivers opened for navigation, the Ministry will be able to conduct the necessary programs in collaboration with the related municipalities, village development committees and related organizations.
