: Do not fly the aircraft unless the pilot in command is satisfied with the following: (a) The gross weight of the aircraft is safe for the proposed flight,
(b) the goods placed in the aircraft are balanced and secured so that the flight is safe,
(c) fuel is available in the required and minimum reserve quantity for the proposed flight,
(d) From other points of view the aircraft is safe for flight.
