Rule 7
Granting permission to open schools

(1) The primary, lower secondary and secondary schools which have received permission in accordance with sub-rule (1) or (3) of Rule 5 shall submit an application to the District Education Officer in the format as per Schedule-6 for approval.
(2) If an application is received in accordance with sub-rule (1), the district education officer shall conduct an inspection of the school by an inspector or other officer.
(3) After receiving the investigation report according to sub-rule (2), the district education officer will examine the documents received with the application and if it is found that such school fulfills the conditions as per rule 6, after taking the approval of the district education committee, in the case of primary schools and lower secondary schools, as per schedule-7 He will approve the format himself and in the case of secondary schools, the application received along with the opinion of the district education committee should be sent to the director.
(4) Upon examination of the documents with the application received as per sub-rule (3), if it is found that the permitted school fulfills the condition as per rule 6, the director shall grant approval to such school in the format as per schedule-7.
(5) The pre-primary school which has received permission according to sub-rule (4) of rule 5 shall submit an application to the concerned village development committee or municipality in the format as per schedule-8 for approval.
(6) Upon examination of the application received in accordance with sub-rule (5), if it is found that such school fulfills the conditions as per rule 6, the concerned village development committee or municipality shall grant approval to such school in accordance with schedule-9.
(7) According to this regulation, the relevant village development committee or municipality shall send the information to the district education office within thirty days of granting the permission or approval of the pre-primary school.
