Rule 13
Provisions regarding addition of school classes

(1) If a school wants to add more classes, it must submit an application to the District Education Officer at least two months before the start of the academic session.
(2) If an application is received in accordance with sub-rule (1), the district education officer will conduct the necessary investigation regarding the completion of the infrastructure as per rule 4 for the additional class and if it is found that the infrastructure has been completed during the investigation, permission to add one class per year before the start of the academic session. (3) Notwithstanding anything contained in sub-rules (1) and (2), institutional schools operating before the commencement of this rule or schools operating for the purpose of providing quality education at a low fee for welfare purposes shall, at one time, teach classes from class one to class five or class six to class eight. (4) If an application is received in accordance with sub-rule (3), the district education officer shall carry out the necessary investigation regarding whether the infrastructure as per rule 4 has been completed or not for the additional class, and if it is found that the infrastructure has been completed during the investigation, such application shall be sent to the director along with the recommendation of the district education committee.
(5) If it is reasonable to consider the recommendation along with the application received as per sub-rule (4), the Director may grant permission to add classes before the commencement of the academic session as per the recommendation of the District Education Committee.
(6) In accordance with sub-rule (5), the permission regarding the addition of classes can be given only for one time in the case of institutional schools operating before the commencement of this rule.
