Rule 145
Classification of Schools

(1) The school shall be classified into four categories as follows on the basis mentioned in Schedule-21:-
(a) “A” category schools
(b) “B” category schools
(c) “C” category schools
(d) “D” category schools
(2) In order to classify the school according to sub-rule (1), the school shall submit an application to the District Education Officer two months before the commencement of the open academic session, stating clearly what kind of facilities it has provided based on the criteria mentioned in Schedule-21.
(2a) There shall be a committee as follows to make recommendations for classification of schools:-
(a) Inspector of Schools in the concerned area — Coordinator
(b) Resource Person — Member
(c) one representative of the professional organization of teachers nominated by the District Education Officer — Member
(2B) After examining the recommendation of the committee as per sub-rule (2A) rule 145A. The said committee will classify such schools under Schedule-21 (3) Any school that falls in the lower category from the classification made according to this rule, if it fulfills the basis required for the higher category school and wishes to remain in that category, it should submit an application to the concerned District Education Officer.
(4) If an application is received according to sub-rule (3), rule 145A. The said committee will conduct an on-site inspection of that school and if it is deemed appropriate to maintain such a school in a higher-ranked school during the inspection, it will be included in the higher-ranked school as per the demand.
(5) In the case of an examination of a school that falls in the upper category from the classification made according to this rule, if it is not found that it fulfills the basis required to be a school of that category, rule 145A. The said committee will maintain such school in the lower category based on the completion of that school. But in this way, the school concerned will not be deprived of the opportunity to submit its clarification before maintaining the school in the lower category.
(6) A school that is not satisfied with the decision regarding school classification according to this rule may file a complaint before the concerned director within thirty-five days of the decision and the decision made by the director regarding the complaint shall be final.
