Rule 8
Throwing the opponent

(1) After filing the appeal in accordance with Rule 5 and receiving the decision and related documents in accordance with Rule 7, the court shall hold a hearing on whether or not the opponent should be withdrawn within fifteen days of receiving the decision and documents.
(2) If there is no difference in the decision or order made by the relevant agency or officer during the hearing according to sub-rule (1), the court may uphold the initial decision.
