Section 81
A sentence must be proposed before a special sentence is ordered
Before ordering a special punishment, the officer authorized to order departmental punishment shall ask for an explanation as to why the proposed punishment should not be given to such an employee if the explanation is not submitted within the time limit given to submit the explanation according to section 80 or if the explanation submitted is not satisfactory.
