Section 81
Punishment must be proposed before ordering special punishment
If the officer authorized to order departmental punishment before ordering special punishment does not submit the explanation within the period given to submit the explanation as per section 80 or if the explanation submitted is not satisfactory, why should the proposed punishment not be given to such employee? In that regard, a proper deadline should be given and an explanation should be sought.
