Rule 121
Punishment must be proposed before ordering special punishment
: (1) If the concerned armed police personnel do not submit the explanation within the time limit given by the officer who can order the departmental punishment before ordering the special punishment, or if the explanation submitted is unsatisfactory. If not, an explanation should be given and a reasonable deadline should be given as to why the proposed punishment should not be given to such armed police personnel.
(2) When the officer entitled to order departmental punishment is asked for an explanation in accordance with sub-rule (1), if the explanation submitted in accordance with sub-rule (1) of rule 118 is not satisfactory, he shall also explain the reason. If an investigation has been conducted in accordance with sub-rule (2) of rule 118 in relation to such armed police personnel, an open explanation should be requested including the justification of the proposed punishment, mentioning the results thereof.
