(1) If an organization wants to establish a child development center, it must submit an application to the relevant village development committee or municipality in the format as per Schedule-2 for approval.
(2) If an application is received in accordance with sub-rule (1), the village development committee or the municipality will carry out the necessary investigation in relation to the application and, upon investigation, if it is deemed appropriate to grant approval to the applicant to establish a child development center, it will give approval in accordance with Schedule-5, specifying the necessary conditions.
(3) If an organization does not operate a child development center in accordance with the conditions specified under sub-rule (2), the village development committee or the municipality may cancel the approval given to such center at any time.
