(1) Those who want to operate a school as an educational group must make a statute related to educational group and register it with the relevant directorate.
(2) Educational Guthi can be registered in two ways, private and public. However, private Guthi cannot be registered to run the school mentioned in sub-section (6) of Section 3 of the Act.
(2A) Notwithstanding anything written in the restrictive clause of sub-rule (2), if any person or organization donates a building or land to a school to run a school as a private group, such school can be operated as a private group.
(3) The following things should be disclosed in the statutes related to educational groups:-
(a) Name and address of the school,
(b) the name and address of the founder of the educational institution,
(c) name, appointment process and tenure of the Guthiyar of the educational Guthiyar and the person working as the main Guthiyar,
(d) Guthiyar's work, duties and rights and the facilities they get,
(e) Details of real estate, income, loans and other assets in the educational group,
(f) Other necessary matters.
(4) In the case of public educational Guthi, the founder, headmaster and the person designated by the Ministry of the respective school and in the case of private educational Guthi the founder of the respective school or the person designated by him shall be ex officio Guthiyar.
(5) At least five people in public educational group and in private educational group, such persons as the founder wants will be the group.
(6) At least one member from among the government representatives, local body representatives and parents should be kept in the public educational committee.
(7) According to sub-rule (6), the government representative representing the educational group will be appointed by the district education office.
(8) The educational institute established in accordance with this rule shall conduct its work in accordance with this rule and other prevailing laws.
