Rule 74
Evaluation of Educational Qualification and Training
Employees will be given marks for the minimum educational qualification required to enter any post of the service and one additional educational qualification in the relevant subject above. For educational qualifications and training, points will be given as follows without exceeding fifteen points:- Points Educational qualification (title) and training First class Second class Third class
(a) The minimum educational qualification prescribed for entry into the service is 1098 (b) Service group related diploma or service group related title or 2 4 1 3 5 2
(c) For in-service training related to service group (for authorized level) 1 75 5
(2) The marks mentioned in Clause (b) of sub-rule (1) shall be given to the employees who have obtained a higher degree than the educational qualification required for entering the service. For example, in the case where the minimum educational qualification is a bachelor's degree or the equivalent, an employee who has obtained a master's degree or the equivalent degree immediately after the proficiency certificate (intermediate) or the equivalent degree, then he/she shall be entitled to the clause of sub-rule (1)
According to (a), only the marks for the minimum educational qualification will be given and in such a case, the marks specified in clause (b) of sub-rule (1) will not be given for the same qualification.
(3) When giving training points to employees, points will be given for in-service training of subjects related to service of one month or more. While calculating the marks for the training, the marks will be calculated only for the level in which the candidate is nominated for the training.
(3a) If the training as per sub-rule (3) has been taken while staying at a level to be upgraded, the marks for that will be counted in the level to be upgraded.
(4) Grade II marks will be given for unopened educational qualification or training.
(5) The employee must submit a certified copy of the educational qualification and in-service training, failing which marks will not be given.
(6) The minimum educational qualification required for promotion to any post of the seventh level of service or above shall be the minimum educational qualification prescribed for entry into the service of authorized seventh and eighth level posts.
