: If the Department orders the integration of the sites, the contractor will meet with other contractors to prepare a joint operation program for the development of the sites and will carefully submit such program to the Department for approval. If such a program is not submitted carefully or if it is not acceptable to the department, the department may prepare or have a joint operation program at the expense of the relevant contractors to achieve the development of the sites.
