Rule 3
Establishment of Organization
: (1) In accordance with Sub-section (5) of Section D of the Act, the following conditions must be fulfilled while forming an organization on the basis of professional association:-
(a) Only members of professional organizations registered in accordance with existing laws should be members,
(b) The jurisdiction of the organization should be at most one district,
(c) The sole primary organization of their professional association should have been formed in a district.
(2) The recommendation of the relevant professional organization should be attached while registering the organization.
(3) "When forming an organization in an office where less than one hundred employees, teachers or professors are working, at least thirty people must be approved and employed in such office.
(4) According to sub-rule (3), professors, teachers or staff working in the organization formed on the basis of school, university or organized organization may be members.
(5) Professors, teachers or employees working in schools, universities or organized institutions may take membership of any single organization of the same nature formed in accordance with this rule.
(6) Organizations registered in accordance with this rule can only perform the following functions:-
(a) To collect monthly savings from members up to the limit prescribed in the regulations,
(b) Mobilizing the savings collected as per clause (a) to the members in the form of credit and compensation,
(c) To do creative work in the fields of intellectual development, art and literature of 8 members.
(7) Formation of organizations and other arrangements under this rule shall be in accordance with the procedures approved by the Ministry.
