Rule 140
Sentencing Procedures
(1) Before ordering the punishment of a teacher, the authority competent to impose punishment shall give him an opportunity to present his explanation. In this way, when giving a chance to clean up, the charges and punishment against him should be clearly spelled out. In that case, the concerned teacher will also have to submit his explanation within the deadline.
(2) If the teacher does not submit an explanation according to sub-rule (1) or if the explanation submitted is not satisfactory, the authority authorized to order the punishment will propose a punishment and ask for an explanation again.
