A person who commits an offense under Section 22 shall be punished with a fine of an equivalent amount or imprisonment for a term of up to three years or both, if any amount is paid for interest or one-half of such promissory note. If any amount is not collected, an amount equal to the principal and interest of the promissory note will be fined or imprisoned up to one year or both.
