In this Act, unless the subject or context requires otherwise,-
(a) "Internal Credit" means credit taken from Nepalese citizens, organizations, banks or financial institutions.
(b) "Commission" means the National Natural Resources and Finance Commission under Article 250 of the Constitution of Nepal.
(c) "Agency" means an international bank or financial institution.
(d) "Promissory note" means the following promissory note and the term also refers to the interest payment portion of such promissory note:-
(1) stock,
(2) Promissory note,
(3) Bearer Bond,
(4) Prize Bond,
(5) Kranpatra to be issued by Nepal Rashtra Baidgh, and (6) any other Kranpatra specified by the Government of Nepal by publishing a notice in the Nepal Gazette.
(e) "Office" means the Public Works Management Office as referred to in section 3.
(f) "Prescribed" or "as prescribed" means prescribed or prescribed in the rules made under this Act.
(g) "Ministry" means Government of Nepal, Ministry of Finance.
(h) "Foreign loan" means the sum of outstanding amount due to a foreign government, foreign government bank or financial institution or agency in respect of a loan taken in foreign currency.
(i) "Organized organization" means an organized organization formed and established in accordance with the prevailing laws of Nepal.
(h) "Public share" means domestic or foreign share and the financial liability arising from the operation of such share.
(k) "Local level" means rural municipality or municipality.
