(1) No person other than the President, the Prime Minister or the Minister of Foreign Affairs shall, without full authority, negotiate in relation to any treaty, accept the final draft or authentic copy of the treaty, sign such treaty or Reservation or any other related work shall not be done.

(2) Notwithstanding anything written in sub-section (1), the Nepali ambassador or head of mission representing Nepal in any foreign state or intergovernmental organization shall not do anything with such state or intergovernmental organization. In relation to the treaty of the subject and from the leader of the delegation participating in an international conference, he may negotiate the treaty to be held at that conference or accept the final draft or authentic copy of the treaty.
