3. Formation of the Committee: (1) A committee named Budhi Gandaki Hydropower Project Development Committee will be formed for the purpose of developing and expanding hydropower to make electricity service accessible and reliable. ) The committee under sub-section (1) will have the following members:-

(a) A person nominated by the Government of Nepal – Chairman
(b) Joint Secretary, Ministry of Power – Member
(c) Joint Secretary, Ministry of Finance – Member
(d) Three experts related to the hydropower sector nominated by the Government of Nepal - members (j) Executive Director, Nepal Electricity Authority – Member

(3) The secretary appointed by the Government of Nepal, at least a gazetted second class officer, shall act as the secretary of the committee.
(4) The term of office of the chairman and members as per clause (d) of sub-section (2) shall be four years and they may be nominated for one more time.
(5) A person with at least ten years of work experience in the field of hydropower or water resources with at least a post-graduate qualification in engineering (hydropower, hydrology, water resources, electrical, mechanical, geology), management, law or development administration will be eligible for nomination to the post of chairman. > (6) A person who has at least seven years of work experience in the field of hydropower or water resources with at least a bachelor's degree in engineering (electrical, hydropower, civil, mechanical, hydrology, geology), management, environment or law, clause (d) of sub-section (2). (7) Notwithstanding anything written in sub-section (4), if the work of the chairman and the member nominated as per clause (d) of sub-section (2) is not satisfactory, the Government of Nepal shall remove him from office before the end of his term of office. can However, he will not be deprived of the opportunity to submit an explanation before being removed from the post.
