Section 56
Do not criticize the government

(1) In a manner that is contrary to the policy of the Government of Nepal or may disturb the mutual relations between the Government of Nepal and the people of Nepal or the relations with any foreign country, any employee shall publish any article under his real or fictitious name or anonymously, give any news to the press, make a speech through radio or television etc. Not to broadcast, give any public speech or publish any statement.
(2) Notwithstanding anything written in sub-section (1), publication or broadcasting of articles shall not be hindered as long as they are not contrary to prevailing laws and policies of the Government of Nepal.
