Rule 38
Manner to be followed when seeking an opinion from a government lawyer
When seeking an opinion from a government lawyer on any constitutional or legal question, the request should be made as follows:-
(A) _ The office or officer requesting such opinion should have the right to decide on the matter on which the opinion is sought,
(b) All the details related to the matter on which the opinion is sought should be attached in brief, the related documents should be attached, (c) The matter on which the opinion is sought must clearly state the question of law,
(d) If the opinion of any other office or official has to be obtained or any other process has to be completed on the matter on which the opinion is sought, the opinion of the public prosecutor should be sought only after the opinion has been sought and after such process has been completed,
(e) Departmental opinion or the point of view of the concerned office should be mentioned in relation to the matter on which the opinion is requested.
