Rule 165
Establishment and Operation of Armed Police Force Welfare Service Center
: (1) Physical and mental development of Armed Police personnel, sports and entertainment as well as health treatment of Armed Police personnel and their families and retired Armed Police personnel, active and ex-servicemen who have done remarkable work. An armed police force welfare service center can be formed under the direct control of the head office to conduct and manage activities related to the respect, welfare and creative work of police personnel.
(2) The operation of the welfare service center will be in accordance with the procedures approved by the Government of Nepal on the recommendation of the head office.
(3) The welfare service center shall have a separate fund and the following amounts shall be in that fund:-
(a) Amounts received from armed police personnel deployed in United Nations missions,
(b) Amounts received as support from the Government of Nepal or recognized organizations or individuals,
(c) Funds received as grants from foreign governments or organizations,
(d) Amounts accruing from the investment and use of movable, immovable property of the fund of Welfare Services Centre,
(e) Amounts received from the United Nations in response to inquiries from the Fund of the Welfare Service Center for investment in United Nations Missions,
(f) Amount received from other prevailing legal sources. (4) Before receiving the amount as per clause (c) of sub-rule (3), the head office shall take the approval of the Government of Nepal.
(5) The amount remaining in the fund as per sub-rule (3) shall be deposited by opening an account in any commercial bank of Nepal which has been granted "A" class permission by Nepal Rastra Bank and the operation of such account shall be as prescribed by the board of directors as per sub-rule (12).
(6) The amount of the fund as per sub-rule (3) shall be spent only on the welfare of the active and retired armed police personnel and their families.
(7) Welfare instituted before the commencement of these RegulationsThe movable assets and liabilities of the fund of the center will be transferred to the fund as per sub-rule (3) after the commencement of this regulation.
(8) The account of the fund as per sub-rule (3) shall be kept in accordance with the prevailing law. The internal audit of the fund will be done by the auditor appointed by the Board of Directors as per sub-rule (12) and the final audit will be done by the Auditor General.
(9) The Government of Nepal may at any time, if it wishes, examine or cause to be examined the accounts of the fund as per sub-rule (3).
(10) The board of directors as per sub-rule (12) shall make public the annual report stating the plan, budget, progress and annual income and expenditure of the fund as per sub-rule (3).
(11) The Inspector General of Armed Police shall be the Custodian of the Fund of the Welfare Service Centre.
(12) For the operation and management of the fund as per sub-rule (3), there shall be a board of directors as follows:-
(a) Additional Inspector General of Armed Police, Principal Administration Department – Chairman (b) Chief, APF Hospital -Member (c) Representative, Ministry (Gazetted Grade II Officer) – Member
(d) Representative, Ministry of Finance (Gazetted Grade II Officer) – Member
(e) Head Office Law Branch, -Member
(f) Two representatives nominated by the Custodian from among the existing armed gazetted and non-gazetted armed police personnel.p; – Member
(G) Head Office, Welfare Branch Head - Member - Secretary (13) The term of office of the members nominated in accordance with clause (f) of sub-rule (12) shall be two years.
(14) The work, duties and powers of the Board of Directors as per sub-rule (12) shall be as follows:-
(a) To approve the income expenditure and annual program of the welfare service center fund,
(B) Making decisions regarding investment in endowment goods required for the mission with the approval of the Government of Nepal (FPU). (c) To approve the procedure necessary for the operation of the fund of the welfare service center (d) To manage the manpower required for the fund of the welfare service center,
(e) To select, reduce and amend the welfare programs to be conducted from the funds of the welfare service center, (f) To present a report on the condition of the fund and the progress of the welfare works being conducted before the custodian of the fund of the Ministry and Welfare Service Center,
(G) Formulating, implementing, coordinating and monitoring welfare work, income generating work and welfare plan,
(h) To carry out necessary welfare work in relation to the families of armed police personnel who died or were disabled in the line of duty,
(i) Reduction, increase or withdrawal of facilities and concessions under welfare works,
(j) Undertake welfare work in agreement with the head office on the land and physical infrastructure being used by the Armed Police Force,
(k) Deploying armed police personnel as required for the security of welfare work, income-generating work and welfare scheme locations,
(l) Acquiring, purchasing, restoring, using and selling movable and immovable property.
