(1) The chief scout shall appoint two persons, one woman and one male, from among the commissioners as joint chief commissioners on the recommendation of the chief commissioner.

(2) The term of office of the joint chief commissioner shall be four years.

(3) In the absence of the Chief Commissioner, the senior Deputy Chief Commissioner among the Chief Commissioners shall act as the Chief Commissioner.

(4) Other duties, duties and powers of the Chief Commissioner shall be as prescribed.
