Rule 25
Functions, Duties and Powers of the Management Committee of Community Schools
(1) Apart from what is written in the Act, the other functions, duties and rights of the management committee of the community school shall be as follows:-
(a) To operate, supervise, inspect and manage the school,
(b) raising the necessary financial resources for the school,
(c) selecting teachers for training,
(d) The teacher who is going to be trained should serve in the school for at least three years after returning from the training and make him confess,
(e) To protect and promote the service of teachers,
(f) To appoint teachers and staff to be borne from the resources of the school and to provide salary allowances to the teachers and staff so appointed without reducing them to the salary scale prescribed by the Government of Nepal for teachers and staff of the same level,
(g) If the post of Darwandi teacher approved by the Government of Nepal becomes vacant, to send a written application to the District Education Office within fifteen days from the date of vacancy for permanent filling.
(h) Check the attendance of the teachers and staff of the school and take necessary action against the teachers or staff who are absent and send a report with their opinion as necessary to the District Education Office for action,
(i) Arranging the necessary goods and educational materials to increase the educational level of the school,
(j) Getting the school involved in various programs conducted by the Government of Nepal (k) Create and implement a code of conduct to be followed by students (l) To keep the records of teachers up to date,
(d) Every year, by gathering together the donors and parents of the school, inform them about the income, expenses and educational achievements of the school in the previous academic year and the educational program of the next year. (d) To send the information of the departmental action taken against the teacher to the District Education Officer (1) Recommend to the District Education Officer for the appointment of at least three auditors from among the auditors registered in accordance with the prevailing law for auditing the school.Ne,
(2.2) Arrange the necessary arrangements to motivate students, teachers and parents regarding the development and teaching of the school,
(n) To demand the amount for the scholarship provided to the student to the relevant body for inquiry,
(p) If the inspector notices an omission in the attendance book while checking or inspecting the attendance of the school, he shall deduct the salary for such omission,
(h) Keeping the secretariat of the management committee in the school building and safeguarding the documents and records of the school (D) To work according to the instructions given by the District Education Office.
(2) The management committee may delegate some of its powers to the member-secretary of the management committee as needed.
