Rule 22E
Provisions relating to the appointment of community teachers
(1) If there is a vacancy of a community teacher in a school run by the community, the management committee shall publish the details including the number of vacant posts, required minimum qualification, place and last date of submission of application, date and place of examination and give a deadline of at least thirty days to fill such post through open competition. An advertisement should be made and it should be posted on the notice board of the relevant school, local body and district education office so that everyone knows about the advertisement. If the district education office has published any newspaper or bulletin, the management committee should also publish the advertisement in such newspaper or bulletin.
(2) In accordance with sub-rule (1), when filling up through open competition, even if the post of the second and first class at the primary, lower secondary and secondary levels is vacant, it will be filled as the post of the third class.
(3) The following persons are eligible to be candidates in the advertisement published according to sub-rule (1):-
(a) A person who is qualified to be appointed as a teacher according to the Act and Teachers Service Commission Regulations, 2057 (b) Permanent teachers of other public schools.
(4) According to the advertisement published in accordance with sub-rule (1), the following examination will be conducted to select the candidates:-
(a) Written Examination 100 Marks (b) Practical Examination 25 Marks (c) Interview 25 Marks (5) Regardless of what is written in sub-rule (4), the teacher selection committee can conduct the practical test only if it deems it necessary considering the nature of the subject.
(6) The syllabus of the written examination will be as determined by the commission.
(7) The passing marks of written examination and practical examination will be thirty five and ten marks respectively.
(8) If the candidate has taken the written test and the practical test and passed both, the highest marksSuccessful candidates will be selected for interview.
(9) Out of the total 25 points in the interview, a maximum of ten points at the rate of one point for each year for experience, three points at the rate of three points for the first class of the educational qualifications specified for entering the service, two points for the second class and one point for the third class and a maximum of three points for the interview. Maximum twelve marks will be given.
(10) If the teacher selection committee has conducted a written test and a practical test, the candidates who have passed the test will recommend the name of the candidate who has obtained the highest score in the interview and the total score of all the tests. Rule 22E. Notice shall be published in the place as per sub-rule (1) of When making such a recommendation, as far as available, ten percent of the number of vacancies or at least one of the candidates, whichever is greater, should be placed in the alternative list.
(11) Candidates recommended for appointment in accordance with sub-rule (10) shall obtain the appointment letter within thirty days from the date of publication of the notice of appointment or receipt of the notice. If the appointment letter is not received within that period, or if the appointment letter is not attended within thirty days of receiving the appointment letter, or if such a candidate dies or the position becomes vacant within one year due to any other reason, the management committee may appoint the candidate on the alternate list in the order of merit.
(12) According to sub-rule (11), when appointing a candidate to the post of community teacher, the management committee will give the appointment on a trial period for one year. But in the case of female teachers, there will be a trial period of only six months.
(13) According to sub-rule (12), if the work of any teacher on probation is not found satisfactory, the management committee will remove such teacher from the post.
(14) If the candidate recommended according to sub-rule (10) is a permanent teacher of a community school, his previous permanent service period will also be added. 22f
