(1) After the appointment of an unpaid consul, the ambassador must make the newly appointed consul fully aware of his duties and responsibilities.
(2) The newly appointed unpaid consul must send a letter of assurance that he will not do anything unbecoming of his position and will harm Nepal and send the letter to the ministry.
(3) The ambassador shall provide the letter of appointment, national flag and seal of office to the newly appointed non-paid consul only after making the document as per sub-rule (2).
(3a) The non-paid consul shall set up an office of the non-paid consul of Nepal at a suitable location in the consular area where he is appointed, after obtaining the approval of the receiving state, and inform the ambassador and the ministry thereof, and he may use the flag of Nepal in such office building.
(4) After the unpaid consul's term of office expires, he shall return the national flag and seal of office to the ambassador.
(5) The facilities, concessions or exemptions of unpaid consuls shall be as determined by the Government of Nepal.
