Rule 80
Provisions relating to Transfer Certificates
(1) If a student needs to get a transfer certificate, he should submit an application to the principal with the actual details of leaving the school along with the recommendation of the parents.
(2) Notwithstanding anything contained in sub-rule (1), a transfer certificate shall not be given to a student studying in class B. However, in the following cases, the transfer certificate can be issued within two months of the commencement of the academic session and the transfer certificate can be issued with the consent of the district education office upon the recommendation of the school being transferred:-
(a) If the parent of the student to be transferred is an employee and he is transferred at that time,
(b) If the female student has to transfer due to marital relationship, or
(c) In case of migration of parents.
(2a) Notwithstanding anything else written in this regulation, if a student who has to transfer from a school due to an epidemic or other similar calamity has to be transferred from the school, the concerned school shall transfer such student and the related school shall provide the information to the Education Development and Coordinating Unit.< br> (3) If an application is received according to sub-rule (1), the headmaster shall issue a transfer certificate within seven days after receiving a fee in case of primary level students free of charge and in the case of other level students according to the rules.
(4) If the principal does not give the transfer certificate within the period as per sub-rule (3), the concerned student can file a complaint with the district education officer, and if such a complaint is received, the district education officer can order the principal to issue the transfer certificate as soon as possible if it is considered appropriate to issue the transfer certificate.
(5) If the gross transfer certificate is lost or destroyed, the concerned student or his/her parent can apply to the concerned school for a copy, and if the application is found to be reasonable, the principalHe will give a copy of the transfer certificate to the applicant.
(6) If the school issues a transfer certificate to a student of a class that he did not teach, the principal who issued such a certificate will be punished according to the law and the transfer certificate issued in that way will be cancelled.
(7) The student should submit the monthly tuition fee and other fees up to the month in which the transfer certificate is requested to the same school. If the student comes to ask for a transfer certificate in the month before a long vacation (annual winter or summer vacation), the fee and other fees for that vacation must be submitted to the same school.
(8) When the school issues a transfer certificate to a student in accordance with this regulation, the student or his/her parent who receives the certificate shall be duly compensated.
