Section 9
Policies

9.1 The following policies will be adopted in relation to developing the institutional capacity of cooperatives through education, training and information and enhancing public awareness of cooperatives:

9.1.1. All cooperatives will be encouraged to follow the values ​​and principles of cooperatives. 9.1.2. To make cooperative education, training and information comprehensive and effective, related government agencies and cooperative organizations will be mobilized effectively.

9.1.3. Cooperative education and training will be made mandatory to increase the awareness of the members and increase the management capacity. 9.1.4 The leadership and participation of cooperative associations will be encouraged in providing training and information dissemination. 9.1.5 The government, local bodies, cooperative sector, civil society, development partners, educational sector, media world as well as related social organizations will be mobilized to raise public awareness about cooperatives among ordinary citizens. 9.2 The following policies will be adopted to make cooperatives active in all types of business based on agricultural sector and other products and services: 9.2.1. The sectoral policies and laws of related subjects will be amended so that there is no obstacle to establishing and operating industrial business through the cooperative system. 9.2.2 In order to create employment through worker-owned cooperative industry businesses, policies and appropriate programs will be formulated and implemented. 9.2.3 Co-operative industry will be encouraged to use necessary technology to make the business clean and environmentally friendly. 9.2.4 The involvement of agricultural cooperatives in agricultural production, storage, processing and marketing and supply management of agricultural materials will be encouraged. 9.2.5 The involvement and participation of cooperative organizations in the management of public sector factories, agricultural firms and market centers will be given priority. 9.2.6 Co-operative association founders in manufacturing and service industries such as agriculture, education, health, energy, insurance, tourism, communicationInvestment and management will be stimulated. 9.2.7 To develop the rural economy by mobilizing local capital, labor, skills and resources, cooperative-based agriculture-related industries will be promoted. 9.3 To improve the living standards of women, poor, disabled, marginalized, landless and backward classes and workers as well as ordinary citizens, the following policies will be adopted: Assistance will be provided to provide professional and skill-based training necessary for the development of the ability to conduct business. 9.3.2 Targeted programs will be conducted to contribute to the economic, social and cultural development of the poor families by joining the cooperatives and conducting collective industry businesses. 9.3.3 Arrangements will be made to provide concessional loans and capital grants for industrial businesses operated by the target group to manage seed capital and enhance commercial capacity. 9.3.4 In order to develop the concept of gender equality and inclusion under the leadership of the cooperative associations, special arrangements for positive discrimination as well as empowerment programs for leadership capacity development will be conducted. 9.3.5 In cooperation with development partners, the establishment and operation programs of cooperative associations will be conducted in the target communities and areas. 9.3.6 The informal groups will be converted into cooperatives and the process of organization registration along with capacity building programs will be facilitated from the offices of cooperatives. 9.3.7 Programs will be conducted to motivate the members of the community to come together and conduct industrial business through cooperatives. 9.3.8 Such people will be organized into cooperatives along with the identification of poor households and assistance will be provided in savings mobilization, loan without collateral, risk management, skill training, agricultural production and establishment of small enterprises. 9.4 Development and expansion of cooperative promoted industry business to the cooperative sectorThe following policies will be adopted to make it competitive, efficient and quality: 9.4.1 To make cooperative industry business competitive, all types of discriminatory arrangements against cooperatives will be abolished. 9.4.2 Expansion and diversification of cooperative industry business in potential areas of economic development will be encouraged. 9.4.3 In addition to providing financial support to enable the cooperative sector, access to necessary infrastructure will be enhanced. 9.4.4 A suitable tax system will be developed to make the cooperative industry business focused on serving the members and the community rather than making a profit and making the management of the cooperative a principled one. 9.4.5 Support programs will be conducted for the establishment and capacity building of cooperative industries that contribute to job creation, increase in production, utilization of local potential, quality in service delivery and increase in product value. 9.4.6 Special emphasis will be placed on the use of information technology to make the overall management of cooperative industry businesses effective. 9.4.7 Encouraging research and development in the cooperative sector, new areas of new use and potential will be identified in this sector. 9.5 Practicing the specific values ​​and principles of cooperatives, the following policies will be adopted in relation to maintaining good governance in the cooperative sector through the adoption and regulation of effective management methods: 9.5.1 Special emphasis will be placed on improving the quality and capacity of the officers, managers and employees of cooperatives. 9.5.2 The management of cooperatives will be based on methods and procedures to ensure participation, transparency and accountability in practice. 9.5.3 Officers, managers and employees of the cooperative will be held responsible for compliance with the cooperative's operating standards and code of conduct. 9.5.4 The practice of self-regulation will be made more effective by organizing the internal control system and audit of the cooperatives. 9.5.5 Between the Board of Directors and the Management in the management of the Co-operative which transacts more than certain limitsThe division of work and relationships will be defined and the institutional culture will be developed. 9.5.6 Good governance will be promoted in the cooperative by providing information and public awareness to the members of the cooperative by adopting the method of effective communication. 9.5.7 In order to make financial transactions through cooperatives safe and reliable, regular monitoring and regulation of all cooperatives will be done effectively. 9.5.8 A policy of zero tolerance will be adopted to end the tendency of misusing the resources of the cooperative in the management. 9.5.9 Effective legal arrangements will be made to make the federal structure of cooperatives more responsible towards professional and member associations. 9.5.10 To develop healthy competition among the cooperatives, the culture of cooperation among the cooperatives will be promoted by joining the organizations to the thematic associations. 9.5.11 The formation of non-profit cooperative organizations will be encouraged to promote the values ​​and principles of cooperatives and to support the capacity building of cooperative organizations. 9.6 In order to develop, expand and promote cooperatives, the following policies will be adopted in relation to promoting cooperation and cooperation between the government, cooperatives, private sector and development partners. Establishment will be encouraged. 9.6.2 The participation of local bodies and development partners in the development, expansion and promotion of cooperative industry business will be encouraged. 9.6.3 In order to enhance the contribution of the cooperative sector to the economic development of the country, special arrangements will be made to maintain forward and backward relations with other sectors of production. 9.6.4 Responsible agencies will be mobilized to calculate and publish the contribution of the cooperative sector to the national economy. 9.6.5 In the development, expansion and promotion of cooperatives, a system will be developed to mobilize the support of related governmental, non-governmental and supporting agencies in a coordinated manner. 9.6.6 Manpower Development, aBalanced and expected development of the cooperative sector will be carried out by mobilizing bilateral and multilateral foreign assistance for study research and follow-up, integrated program related to the development of cooperative industry business in target communities and areas, and infrastructure development to support cooperative industry business. 9.6.7 The opportunity of mobilizing foreign and domestic resources will be used for subsidized loans and grants to supplement the insufficient capital for the development of the cooperative sector. Creative efforts will be made for bilateral, regional and international relations and cooperation with friendly countries to follow up the exercises and promote mutual cooperation. Nepal's relationship with the world campaign of cooperatives will be expanded and developed.

9.7 The following policies will be adopted in relation to long-term planning, human resource development, construction of necessary organizational structures and legal arrangements for the development, expansion and promotion of cooperatives. 9.7.1 A long-term strategic plan will be formulated and implemented for the development, expansion and promotion of the cooperative sector. 9.7.2 In addition to giving proper place to cooperative education in the curriculum of schools and higher education, the capacity, quality and accessibility of cooperative training centers will be enhanced. 9.7.3 Review the organization structure of cooperative departments and offices The flow will be made effective. 9.7.4 The autonomy and independence of the cooperative sector will be strengthened so that the cooperative associations lead the cooperative campaign and focus towards the purpose of strengthening the business. 9.7.5 Provisions related to association registration will be clarified so as to encourage the formation and operation of subject associations based on the nature of services and products.
