While performing his duties, the office bearer should use his knowledge, skill and discretion seriously and cautiously by adopting caution in the following matters.
(a) Constitutional supremacy: The official should perform his work by accepting the constitutional supremacy of the country's basic law.
(b) Rule of law: Officials should carry out their work keeping in mind the basic intention of the rule of law that no one is above the law, everyone is equal before the law and the rule of law should be conducted only according to the law.
(c) International laws, conventions and commitments expressed by the state: Officials should carry out their work by considering the provisions of international laws, international conventions and the commitments expressed by the state.
(d) Identification of the problem and logical conclusion: The official should identify the root of the problem during the execution of his work and proceed towards the solution of the problem that has reached a logical conclusion through extensive discussion and exchange of ideas.
(e) General principles of law and justice: The official should think and consider the general principles of law and justice while performing his duties.
