: Since it is desirable to make necessary legal arrangements regarding the protection of health workers and health institutions from financial liability and emergency incidents that may arise during health treatment to make health services regular, reliable, dignified and effective, the clause of Article 83 of the Interim Constitution of Nepal, 2063 ( 1) The Constituent Assembly has made this Act.
