(1) If there is insufficient funds under any of the headings specified in the Appropriation Act, the Ministry of Finance may transfer funds from one heading to another heading within the limits specified in the Appropriation Act. (2) Apart from what is written in sub-section (1), the arrangement regarding the transfer of funds of the sub-headings shall be as prescribed.
