Rule 135
Delegation of rights
(1) The Government of Nepal may delegate the authority it has received in accordance with this regulation so that any civil servant can use it.
(2) According to this regulation, an officer may delegate to the civil servant under him to use the authority under his general supervision.

(1) In the case of gazetted posts, in order to be promoted in civil service, group or sub-group vacant posts by performance evaluation and seniority and performance evaluation, employees with the minimum service period and educational qualification as per section 21 of the relevant service, group or sub-group under the relevant service, group or sub-group in the case of gazetted posts.
