In order to be appointed and nominated as Chairman, Vice Chairman and members of the Commission, in addition to the qualifications mentioned in clause (a) or (b) of sub-section (1) of section 4, the following qualifications should be attained –< br> (a) Nepali citizens,
(b) having attained the age of forty-five years,
(c) Having obtained at least a Bachelor's degree in Law from a university recognized by the Government of Nepal,
(d) Not having been convicted by a court of law on any criminal charge involving moral turpitude,
(e) The brain is not damaged.
